James is an economist and data scientist whose research spans urban and spatial economics, applied microeconomics, and policy-focused data science. Much of his work focuses on housing, transport, land use, and spatial modelling, with an emphasis on producing economic models and data science products grounded in robust empirical analysis to inform decision-making.
James works across academic research and applied policy. Alongside his role at Motu Research, he is a Senior Data Scientist at Auckland Council, where he supports the development of economic models and policy analysis for long-term planning. He is also a Research Associate in the Urban and Spatial Economics Research Hub at the University of Auckland’s Economic Policy Centre.
His research has examined how zoning reform affects urban development, housing affordability, transport outcomes, neighbourhood change, and social mobility. His work also extends to gender dynamics, crime, and firm performance. He has extensive experience working with large spatial and administrative datasets, combining applied econometrics, spatial analysis, and economic modelling to answer policy questions in urban and regional economics.
At Motu Research, James contributes to research that strengthens the evidence base for public policy in New Zealand, particularly in land use, housing, and urban development.
James holds a PhD in Economics and a Bachelor of Commerce with First Class Honours from the University of Auckland, and a Bachelor of Engineering with Honours from Durham University.
