Suzi Kerr is speaking by video to the Panamanian Government about how to include forestry in an emissions trading scheme.
NZ and Panama have some strong similarities - around 4 million people, small industrial sector and mostly hydroelectricity - and the NZ ETS was one of the first. Panama is currently looking at creating an ETS.
